This article examiner some alternative criteria for reallocating abatement costs between countries on efficiency grounds, derived by using mathematical models. Some countries find themselves reaching the required target with a greater (lesser) effort than their planned policies. The cost distribution according to mathematical models may not correspond to the cost distribution that the countries are effectively willing to pay, given their contribution to total emissions and depositions. In other words, the effective abatement strategies may not be the equitable ones.
