ICT and economic development: Evaluation of investment policies of thirteen OECD countries using Data Envelopment Analysis, Mathematical Review 69: 26-42. In common with N. Tzeremes (2009).

In this paper we evaluate the countries’ investment policies on the Information and Communication Technology (ICT) sector. Moreover, we analyze the effect of ICT investment on countries’ economic development. Using Data Envelopment Analysis (DEA) we determine raw models for policy evaluation. For this purpose a number of variables are used such as R&D expenditure in ICT manufacturing and services industries, households with access to Internet, ICT intra industry index, broadband subscribers and contribution of ICT investment to GDP growth. Our empirical results reveal that many EU countries still have not experienced an uptake in economic development as a result of their ICT investment policies.
